This piece was done on a shikishi board by animator Gen Sato (Crusher Joe, Pokemon, Digimon, Naruto, Sailor Moon).
Though I haven’t seen any proof, I’ve seen Gen credited with creating the chibi style. However, I would argue that it’s safer to say he helped popularize it. In 1982, while working on Crusher Joe, Sato often drew a 4-panel gag manga called Ganbare Alfin-chan to make his bosses happy whenever he had to redo something. In these unofficial fan comics, the characters were drawn chibi. To Sato’s surprise, they loved his Alfin comics so much, they sent copies to manga magazine publishers. His Alfin-chan fan drawing was first printed in Animage magazine in October 1982.
Not long after a major toy manufacturer made the first chibi figure using his Alfin design.
